All the parts were there, I got it all put together. However the picture shows a rectangular standing bag--which is not the case. I assumed from the picture it was a box-type waterproof bag that i could put stuff in--the picture is misleading

We purchased this cargo carrier for a long trip... taking our two dogs and all that life requires for six weeks🤨. My only complaint is that this unassembled carrier came with NO INSTRUCTIONS! We had to YouTube it to make sure we were safe! Customer service on Amazon is stupid, so be aware!!!!

This cargo carrier was one of the most infuriating things I've ever had to put together. It's also incredibly heavy, which can be good and bad. When assembling, though, it's awful. I dropped a bar on my shin and now I have 3 inches of skin scarred from the impact. It also isn't easy to carry. I had to have some assistance storing it. It's probably great quality and I bought this with every intention of using it on my 1.5" cargo attachment and, me being careless, I didn't look for a size on the cargo hold. So to be clear, this is for a 2", not a 1.5"
